On December 27, 2006 the Board of Directors of MICEX announced the accreditation of the first Listing agents, who are the official guides of innovation and emerging companies to the MICEX. Listing agents were appointed in order to increase the rate of transparency of this sector’s companies, while decreasing the investor risks. Listing agent status may only be warded to companies proficient in corporate financing and investment consulting (organization and underwriting of bond debts; launch of companies on the stock market; organization of IPO; management, legal, tax, and audit consulting; analytical services to issuers; PR and marketing services related to the issue of financial products).

Listing agents fulfill the following functions:

• Preparation of the set of documents required for submittal of securities placement application by an issuer in accordance with the Listing rules applicable to the set of issue documents alongside the application for admittance of securities to listing on the stock exchange (including or not including the accomplishment of listing procedure).
• Signing of the issuer’s investment offer and corporate calendar that have to be submitted by any issuer to CJSC MICEX SE upon admittance of the securities for trading and their listing in the Innovation and Emerging Companies Sector. The requirements for the contents of these documents are established by the Board of Directors of CJSC MICEX SE.
• Provision of submittal of trustworthy information by the issuer during the placement and Innovation and Emerging Companies Sector listing stages. 

Listing agents are accredited for a term of one year, which may be prolonged.
